Project Syndicate has published "Insuring the Survival of Post-Pandemic Economies" by Roman Frydman and Edmund Phelps. They argue that substantial increases in the scale and scope of government action are needed to tackle the COVID-19 pandemic — an unprecedented form of short-term systemic insurance. This will require not only government expenditures of new kinds. It may may require temporarily a state-led reorganization of the economy.
